Re: Resolution Of Loss Of Confidence And Demand For Immediate Disciplinary Action Against The Chapter Chairman, Biase Chapter Pastor Obia Ikika
We, the duly elected Ward Chairmen of Biase Chapter of the Peoples Democratic Party (PDP), acting within our constitutional rights and in the collective interest of the Party, hereby formally present this resolution and petition for your urgent intervention.
1. SYSTEMATIC BREAKDOWN OF PARTY ADMINISTRATION
The Chapter Chairman has consistently failed, refused, and/or neglected to convene statutory or consultative meetings with Ward Chairmen, thereby violating the principles of internal democracy, transparency, and accountability as enshrined in the Party’s constitution.
2. GROSS MISCONDUCT AND ANTI-PARTY ACTIVITIES
In a shocking display of anti-party conduct, Ward Chairmen were deceptively lured into a meeting with members of the African Democratic Congress (ADC), orchestrated by the Chapter Chairman in collaboration with the Adim Ward Chairman.
This act amounts to:
Political sabotage
Dereliction of duty
Conduct prejudicial to the interest of the Party
The direct consequence of this misconduct includes the defection of key stakeholders and structures in Umon South and Umon North, thereby gravely weakening the Party’s base in Biase.
3. FINANCIAL MISAPPROPRIATION AND BREACH OF TRUST
During the last Party Congress, the sum of ₦1,700,000 allocated to Biase Chapter was inequitably and non-transparently disbursed, resulting in:
Selective payments to delegates
Arbitrary reduction of allowances (₦3,000 vs ₦5,000)
Economic hardship for delegates from rural wards
Despite repeated demands for reconciliation and restitution, the Chapter Chairman has willfully failed to account for or balance the disbursement.
4. UNAUTHORIZED AND DISCRIMINATORY DISBURSEMENT OF FUNDS
The recent disbursement of ₦50,000 per ward for e-registration was carried out in a manner that is:
Unilateral
Opaque
Discriminatory
Some wards received as little as ₦5,000, while others received nothing—without any consultation or documented justification. This constitutes a gross abuse of office and breach of fiduciary duty.
5. THREAT TO PARTY UNITY AND ELECTORAL VIABILITY
The continued leadership of the Chapter Chairman poses a clear and present danger to:
Party cohesion
Grassroots mobilization
Electoral preparedness
If unchecked, this pattern of conduct will inevitably result in further defections, internal collapse, and electoral failure.
6. LOSS OF CONFIDENCE
In light of the foregoing, we state unequivocally that:
We have completely lost confidence in the leadership, integrity, and capacity of Pastor Obia Ikika to function as Chapter Chairman of Biase.
7. RESOLUTION AND DEMAND
Accordingly, we hereby:
Pass a RESOLUTION OF LOSS OF CONFIDENCE in Pastor Obia Ikika
Demand his immediate suspension pending investigation
Call for the constitution of a disciplinary panel to investigate allegations of:
Anti-party activities
Financial mismanagement
Abuse of office
8. NOTICE OF FURTHER ACTION
TAKE NOTICE that failure to act decisively on this matter may compel us to:
Escalate this petition to the Zonal and National Leadership of the Party
Pursue all lawful and constitutional remedies available to us
This action is taken in good faith, in defense of the Party, and in accordance with our sworn duty to uphold its constitution and integrity.
Please Note : Many Ward chairmen have defected with their leaders while few are seen to be with the party but their actions prove otherwise. There is no strong will by the chapter chairman to do the needful in those wards rather he is bent to replace some Ward chairmen who are demanding for accountability. This why we the undersigned want immediate action to rekindle the party
