Canada is considering significant changes to its Express Entry immigration system as part of plans to better attract skilled workers needed to support the country’s evolving labour market and long-term economic growth.
The proposed changes could introduce new immigration categories or modify existing ones for the 2027 Express Entry selection process, giving the government greater flexibility to target applicants with skills in high-demand sectors.
To guide the reforms, Immigration, Refugees and Citizenship Canada (IRCC) has launched a nationwide public consultation, inviting individuals, employers, industry groups, educational institutions and other stakeholders to share their views on the future of Canada’s economic immigration system.
The consultation officially opened on August 4, 2026, and will remain open until September 1, 2026. Feedback received during the process will help determine which current Express Entry categories should be retained, updated or replaced with new ones ahead of the 2027 immigration cycle.
According to the Canadian government, the review is aimed at ensuring the Express Entry system continues to respond to labour shortages, supports economic priorities and attracts qualified professionals with the skills needed across different industries.
Express Entry is Canada’s online application system used to manage permanent residence applications for skilled workers under several federal economic immigration programmes. In recent years, the government has expanded category-based selection draws to target candidates in priority occupations and sectors facing workforce shortages.
The outcome of the consultation could shape future immigration opportunities for thousands of skilled workers around the world, including prospective applicants seeking permanent residence in Canada.
