The German government has announced a series of measures against Russia after concluding that Moscow was responsible for an attempted drone attack at Leipzig/Halle Airport last month.
The measures include the closure of Russia’s Consulate General in Bonn, the termination of the agreement for the Russian House cultural centre in Berlin, tighter entry controls for Russian nationals and increased pressure on Russia’s so-called shadow fleet.
German Foreign Minister Johann Wadephul announced the measures on Tuesday, September 1, 2026, at a joint press conference with Interior Minister Alexander Dobrindt in Berlin.
Wadephul said the Russian Consulate General in Bonn would be closed on September 18. He also said Germany would propose new European Union sanctions against individuals linked to Russian hybrid activities and continue efforts to restrict Russia’s shadow fleet.
The German government’s decision followed investigations into an incident at Leipzig/Halle Airport on August 4, when an explosive-laden drone was discovered in the airport’s security area near Ukrainian cargo aircraft. German authorities said evidence gathered by security agencies and police pointed to Russian involvement.
Dobrindt described the incident as a “hybrid attack”, saying investigators had found drone components, explosives and ignition technology that resembled equipment associated with previous Russian hybrid operations.
Wadephul accused Russia of pursuing a broader campaign involving destabilisation, disinformation, threats and sabotage across Europe. He said Germany would continue working with its NATO and EU partners to strengthen its security and support Ukraine.
Russia has rejected Germany’s accusations. President Vladimir Putin dismissed the evidence as fabricated and criticised Berlin’s response, while Russian officials warned that Moscow would respond to the German measures.
The latest development further deepens already strained relations between Berlin and Moscow and comes amid growing European concerns over alleged Russian hybrid operations targeting critical infrastructure and security interests.
