The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has faulted the Budget Office of the Federation (BOF) over the inclusion of a controversial organisation in the 2026 federal budget.
The commission raised concerns about the purported Presidential Foreign Intervention Promotion Council (PFIPC), an organisation the Federal Government has publicly disowned as non-existent.
According to an ICPC investigation report, the Budget Office processed and included the organisation in the 2026 Appropriation Act despite gaps in its documentation and without independently verifying the legal instrument reportedly establishing it.
The report stated that the Budget Office received an administrative code, 0111062001, from the Office of the Accountant-General of the Federation in November 2024.
However, investigators found that the Budget Office relied on a scanned copy of an establishment and recruitment waiver purportedly issued by the Office of the Head of the Civil Service rather than obtaining direct official confirmation.
The purported council was allocated about ₦1.3 billion in the 2026 budget under the Presidency as the Presidential Economic Advisory Council/Presidential Foreign Intervention Promotion Council.
The allocation included approximately ₦803 million for personnel, ₦200 million for overhead and ₦300 million for capital expenditure.
The ICPC said the organisation had submitted a personnel estimate of ₦3.85 billion but failed to provide overhead and capital estimates.
Despite the budget allocation, the investigation found no evidence that the funds were released, cash-backed, paid out or spent.
The Budget Office reportedly explained that financial controls prevented any disbursement, including the absence of required approvals from the National Salaries, Incomes and Wages Commission.
The ICPC investigation is part of a broader probe into the activities of the purported organisation, which the Presidency has described as fictitious.
