State Police Bill Moves Closer to Becoming Law as 28 States Give Approval

Written by Mary Bassey

The proposed establishment of state police in Nigeria has moved a step closer to becoming a reality following confirmation that 28 State Houses of Assembly have approved the constitutional amendment.

The National Assembly disclosed this on Tuesday, November 3, 2026, through a statement issued by the Clerk to the National Assembly, Kamoru Ogunlana.

According to the statement, the National Assembly has completed the verification of reports and voting records submitted by the 28 state legislatures, confirming their approval of the proposed State Police Bill.

The bill, officially known as the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, 2026, seeks to amend the constitution to provide for the establishment of State Police Services.

The 28 approvals exceed the constitutional requirement of at least 24 out of the 36 states, representing two-thirds of the State Houses of Assembly, as stipulated under Section 9 of the 1999 Constitution.

The National Assembly is now making the necessary administrative arrangements to transmit the bill to President Bola Ahmed Tinubu for assent.

However, the proposed state police system has not yet become law, as the presidential assent and other required constitutional procedures must still be completed.

If implemented, the reform would allow states to establish their own police services alongside the existing Nigeria Police Force, potentially strengthening local security operations and improving responses to crimes such as kidnapping, banditry and communal violence.

The development marks a significant step in Nigeria’s ongoing efforts to decentralise its policing system and address growing security challenges across the country.
