A former Attorney General and Commissioner for Justice in Edo State, Dr. Samson Osagie, has called for stricter measures to ensure that individuals convicted of terrorism-related offences in Nigeria serve their full prison terms without the possibility of executive clemency.
Speaking with the News Agency of Nigeria (NAN) on Sunday, Osagie said the Terrorism (Prevention and Prohibition) Act, 2022 was enacted to strengthen Nigeria’s legal framework for preventing, investigating, prosecuting and punishing terrorism and terrorism financing.
He noted that the increasing threat posed by terrorist groups has raised public concerns over whether persons convicted under the law could eventually benefit from presidential or gubernatorial pardons.
According to him, allowing convicted terrorists to receive amnesty or other forms of executive clemency could weaken public confidence in the country’s fight against terrorism and reduce the law’s deterrent effect.
Osagie therefore advocated an amendment to the Terrorism (Prevention and Prohibition) Act to expressly bar anyone convicted of terrorism offences from benefiting from executive pardon or similar forms of clemency.
He maintained that ensuring convicted terrorists serve their complete sentences would send a strong message that terrorism remains a grave offence with serious legal consequences, while also strengthening Nigeria’s commitment to national security and justice.
The former attorney general added that tougher legal safeguards would help deter future acts of terrorism and reinforce public trust in the country’s counterterrorism efforts.
