UK Introduces £925 Annual Levy on Universities Over Nigerian, Other Foreign Students

Written by Mary Bassey

The United Kingdom is set to introduce an annual £925 levy on universities in England for each eligible international student, including Nigerians, from August 2028.

The policy, known as the International Student Levy, is intended to raise funds for England’s higher education and skills system, including the reintroduction of maintenance grants for disadvantaged domestic students. <Link url=”https://www.gov.uk/government/publications/introducing-an-international-student-levy-on-higher-education-providers” title=””/>

Under the arrangement, universities will pay the levy for eligible international students enrolled at their institutions. The government has proposed an annual allowance covering the first 220 international students at each eligible institution, meaning the charge would apply to student numbers above that threshold.

The policy could affect universities recruiting students from Nigeria, India, China, Pakistan, Bangladesh and other countries.

Although the levy will be paid by universities rather than directly by students, there are concerns that some institutions could increase international tuition fees to recover the additional cost. However, any fee increases will depend on individual universities’ decisions.

The policy has attracted concerns from parts of the UK higher education sector over its potential impact on international student recruitment, university finances and the affordability of studying in England.

The levy is scheduled to take effect on August 1, 2028, subject to the required legislative process. It will apply to eligible international student enrolments in England, rather than automatically covering universities across the entire United Kingdom.

Nigerian students planning to study in the UK may therefore need to monitor future tuition fee announcements, scholarship opportunities and other changes that could affect the overall cost of their education.
