FCT Minister Displeased with Progress of Outer Southern Expressway II/Wasa Road Project

 

The Minister of the Federal Capital Territory (FCT), Barrister Ezenwo Nyesom Wike, has expressed his dissatisfaction with the slow pace of work on the Outer Southern Expressway II (OSEX II) to Wasa road project.

Barrister Wike voiced his concerns while speaking to journalists after inspecting the ongoing construction of the 15-kilometer Left-Hand Carriageway of the Outer Southern Expressway II, stretching from Ring Road 1 to Wasa Junction on Friday, September 27, 2024.

The visibly displeased Minister said he was glad to have personally inspected the project, as he had previously been misled regarding the progress. The contractor had earlier committed to delivering the project by December 2024, but the current timeline now suggests May 2025.

“I am not encouraged. Yesterday, when inspecting the Apo-Karshi Road, which took us through Wasa, I was informed about the status of this road. CGC is a respected company, but I am disappointed with their performance here,” Wike stated.

He added, “I summoned the FCDA and CGC yesterday to inspect the site firsthand instead of relying on reports claiming a certain percentage of work completion. There was no equipment here yesterday, but today, because I announced my visit, equipment has been mobilized. This is unacceptable.”

“We have paid more than 80 percent of the contract value, yet less than 50 percent of the work has been completed. I have instructed the Director of Engineering Services to meet with CGC and revise the work plan.”

The Minister further emphasized the importance of the project, saying, “CGC has committed to completing the work by May 2025. They must demonstrate their commitment. This road is crucial for decongesting traffic and boosting economic activity.”

Barrister Wike made it clear that the FCTA does not tolerate underperforming contractors, stressing the importance of routine inspections to ensure timely project execution. He warned against relying solely on reports, stating they often don’t reflect the actual situation on the ground.

“We have no ties with non-performing contractors,” Wike said. “Our stance is clear—if you don’t perform, you’re out. It doesn’t matter whether you’re an indigenous or foreign contractor. We only care about the quality of work. If you fail, we will take action and hold you accountable, including financial consequences.”

Accompanying the Minister during the inspection were the Director of Engineering Services at the FCDA, Engr. Richard Yunana Dauda, senior FCTA officials, and the CGC team, led by Deputy Managing Director, Mr. Lv Haiming.
